Want to get started, check out United States Digital Services’ (USDS) and 18F’ webpage on modular contracting (breaking a large and long-term acquisition, and procure it into $1-4M smaller projects) https://18f.gsa.gov/2019/04/09/why-we-love-modular-contracting/

During our 8 years as a subcontractor, we chose to perform most of our work at the Department of Homeland Security (DHS).  Why?  Because DHS is the agency where you can showcase your skills versus winning contracts by paying a Proposal Company to write about the work you could do.  DHS and its components have a procurement method for IT contracts that is multiphase, where the sub commits key resources prior and throughout the competition, which culminates with the dreaded Technical Demonstration - 5 to 6 hours of coding a technical solution in front of federal program managers, to include it even being recorded.  Not very many small vendors can say that they have won 12 of those.

This way of winning work enticed us, gave meaning to what being a government sub was bringing true value, and in many cases gave us opportunities to:

  • Being instrumental in creating the right technical solution to win the work,

  • Interviewed on behalf or with the Prime, the technical resources that joined the project to ensure success and impactful results in the project,

  • Managed the tech team in a way that leads to retention and stability in the project

  • Our SMEs have created centralized Centers of Excellence based on different technologies such as Kafka, AWS, APIs, that included design, architecture, extensions, prototypes, and development support needed by the IT teams and accessible to all across the agency,

  • Where we have had the opportunity, we have practiced FinOps, which have saved millions of dollars in cloud billings for the customer,

  • Propose and deliver innovations that allow customers to advance their missions

  • Administer, compile results, make presentations on behalf of the Prime, and much more!
